Palace welcomes improvement in Arroyo's rating

MALACAÑANG officials said there is an increasing appreciation of the leadership and policies of President Gloria Macapagal-Arroyo, which contributed to her increased net satisfaction rating from -38 in June to -27 in September.

Political adviser Gabriel Claudio said they expect continued improvement in the survey ratings of the President as the people now appreciate more what the administration has done and is continuously doing especially in light of the global financial crisis.

"There is apparently an increasing appreciation of the President's leadership and policies especially in managing or fortifying the country's preparedness against crisis situations, and protecting the common Filipino from their harmful consequences like the rice and worldwide oil price spikes and the current global financial turmoil," he said.

Press Secretary Jesus Dureza and Presidential Management Staff director general Cerge Remonde said the slight improvement, though still in the negative level, is an inspiration for the President and the rest of the Cabinet to continue working harder.

Dureza said while they are encouraged by the results, they get more satisfaction in "seeing the people getting the services and help that they need."

"Survey results mirror the people's perception hence they are at times detached from realities. Though this may be the case, survey results can be good indicators on where the government has to work more. The government sees the recent SWS (Social Weather Survey) in this light," he said.

The SWS from September 24-27, 2008 covering 1,500 respondents nationwide showed that 27 percent of the respondents have expressed satisfaction with Arroyo's performance in the third quarter as against the 54 percent that were dissatisfied resulting in a -27 percent net satisfaction rating.

This is an 11 percent improvement from the -38 (22 percent satisfied and 60 percent dissatisfied) in the second quarter of June SWS survey, and 23 percent higher than the -50 (17 percent satisfied and 67 percent dissatisfied) in the July SWS Survey.

The improved rating was attributed to lessening of dissatisfaction in Mindanao and Visayas. Dissatisfaction in Mindanao and Visayas was down to 50 percent and 48 percent in the third quarter from 62 percent and 56 percent in the second quarter, respectively.

The net satisfaction rating for Mindanao and Visayas also improved to -21 (30 percent satisfied and 50 percent dissatisfied) and -14 (34 percent satisfied and 48 percent dissatisfied) from -41 (21 percent satisfied and 62 percent dissatisfied) and -33 (23 percent satisfied, 56 percent dissatisfied), respectively in June.

Arroyo's net satisfaction in Luzon also improved to -32 in September (24 percent satisfied and 57 percent dissatisfied) from -38 (22 percent satisfied, 60 percent dissatisfied) in June, as well as in Metro Manila to -36 (21 percent satisfied, 58 percent dissatisfied) from -40 (23 percent satisfied and 63 percent dissatisfied).
