Proclamation 1463 complements Republic Act (RA) 9492, which provides that holidays, except those that are religious in nature, are moved to the nearest Monday unless otherwise modified by law.
Aside from religious holidays, Labor Day or May 1 was not moved because it "has been a long cherished tradition of workers" and is "an international event that the workers want to celebrate on its exact date."
Proclamation of 1463 also declared December 26 and December 29 as additional special non-working days "to enable our countrymen to have a more meaningful observance of Christmas and New Year.
December 31, which is the last day of the year, is also a non-working day. (JMR/Sunnex)
