TRAFFIC NIGHTMARE. Thousands of commuters got off the jeepneys, vehicles-for-hire and buses as traffic on the south highway was at standstill for hours. A payloader skidded off the road in Linao, Minglanilla as it was being pulled by a prime mover. The mammoth size of the heavy equipment blocked more than half of the two-lane road, clogging traffic from Pardo, Cebu City all the way to Minglanilla town, which stretches seven to eight kilometers. MANILA -- While Congress and the Supreme Court are debating on who has the jurisdiction over the impeachment complaint against Chief Justice Hilario G. Davide Jr., the military is declaring a red alert to avert any destabilization plots.

In separate petitions Monday, Speaker Jose de Venecia and Sen. Aquilino Pimentel Jr. questioned the SC's issuance of a status quo order to Congress, after an impeachment complaint was filed against Davide.
