Pampanga gets P799M grant for classrooms By Dante M. Fabian
CITY OF SAN FERNANDO -- Pampanga is getting a P799.1 million grant from the Japanese government for the construction of classrooms with a water supply system in 40 elementary schools in the fourth district.
Representatives of the Japan International Cooperation Agency (Jica) said in a meeting with representatives of the Provincial Government and the National Economic and Development Authority (Neda) that they have identified the 40 schools where the classrooms will be built.
The schools are in the municipalities of Minalin, Macabebe and Masantol.
The project entails the construction of an embankment or elevation to prevent flooding in the school, construction of six classrooms, an administration office and a toilet and putting up of a manual water supply system.
Of the P799.1 million total funding for the project, P744 million would come from Jica as a grant while the local governments are required to put up a counterpart of P55 million.
Considering that the three beneficiary local governments are poor fourth-class municipalities, the Provincial Government would shoulder their counterpart of P55 million, which includes value-added tax and administration cost.
According to Gov. Mark Lapid, the Provincial Government would find ways to generate the needed equity if only to ensure that the project would push through.
The governor added that of the P55 million counterpart, P27 million is to pay the cost for administering the project. In charge of this is the Department of Public Works and Highways (DPWH). He said the Provincial Government could appeal to DPWH to waive this cost so that the counterpart would be cut down to P28 million.
Civil works will start on January 2006 and last until December 2006, while the basic design study will begin January 2005.
Lapid asked the Provincial Board (PB) to authorize him to enter into a memorandum of agreement with Jica to formalize the partnership for the project.
He said after the signing of the MOA by end of September, the project design study would immediately follow and initial works could start as early as January 2005.
