Police seize illegal guns from village exec

ANGELES CITY -- Illegal firearms and ammunition were seized in a raid recently on a house of a barangay councilman in Barangay Sta. Cruz in the Pampanga town of Porac, police reported Monday.

Agents of the Criminal Investigation and Detection Group (CIDG), under the supervision of Chief Inspectors Eric Maniego and Moises O. Villaceran, conducted the raid on councilman Emerito B. Gundran's house along San Nicolas St. in Purok 3.

Confiscated were firearms, ammunition and accessories.

Gundran is reportedly the owner and manager of Fire Bird Security Agency that holds office in his residence and which operates in Angeles City and Pampanga.

However, his security agency is reportedly not in the master list of registered or licensed security agencies in Central Luzon (Region 3), based on a certification issued by Chief Inspector Braulio V. Pascua, Police Regional Office (PRO) 3 Firearms and Explosives Section chief.

Villaceran said the raid on Gundran's house was conducted on the strength of a search warrant issued by Judge Blas O. Causapin of the Regional Trial Court (RTC) Branch 32 in Guimba, Nueva Ecija.

He charged Gundran with possession of illegal firearms and ammunition in violation of Presidential Decree 1866 as amended by Republic Act 8294.

Confiscated during the raid on Gundran's house were a 12-gauge shotgun with defaced serial numbers, a Shooter caliber .38 revolver; Damancor .38 caliber; Carbine magazine loaded with one ammo; 70 rounds of caliber .30 Carbine live ammo; seven rounds of caliber .45 live ammo; eight empty shells of caliber .38 ammo; one empty shell for 9mm ammo; two magazine pouches; one cylinder for caliber .38 revolver with four empty shells; two caliber .30 empty shells; and 10 rounds of caliber .38 live ammo.

In a memorandum for preliminary investigation, Villaceran said that in January, his office received reliable information about the existence of a private armed group in the barangay.

Villaceran added they verified the information by conducting surveillance and doing background investigation.

Arresting officers Victorino A. Cruz Jr. and Edon D. Yalung said in their affidavit the search and confiscation of the firearms were conducted in the presence of Gundran's sister Maria Luisa.

They added that barangay officials Ricardo P. Nicdao, barangay ex-officio member, and Cesar Cunanan, Bantay Bayan member, were also present to witness the operation.
