MANILA -- Interior and Local Government Secretary Angelo Reyes Wednesday said there were procedural lapses in Camp Bagong diwa in Bicutan, Taguig that resulted in the killing of three jail guards and the takeover of the penitentiary by detained Abu Sayyaf members.

"There were definite lapses that’s why three guards were killed. (The detained Abu Sayyaf members) planned the jailbreak and studied the people," Reyes said over radio station dzMM.

Reyes said a review of the system in the jail will be made and corrective measures will be implemented.

When the prisoners disarmed the three jail guards and shot them early Monday, they attempted to escape but they were blocked by the other prison personnel.

This prompted the supposed escapees to hole themselves in the second floor of the four-storey prison building.

After a 29-hour standoff following failed negotiations with the prisoners, the police assaulted the prison and killed 22 Abu Sayyaf members, including three leaders. A policeman was also killed in the operation.
