City Hall to hear sex harassment case

DAVAO CITY -- Davao City Hall's committee on decorum and investigation (Codi) will hear Tuesday the motion to dismiss filed by the City Information Office (CIO) employee accused of sexually harassing a female colleague.

Human Resource Management Office (HRMO) chief Marcelino Escalada Jr. said Monday that the committee has already elected Patricia "Patmei" Ruivivar as its new head.

Ruivivar is Mayor Rodrigo Duterte's chief of staff. City Administrator Wendel E. Avisado and City Legal Officer Melchor V. Quitain have inhibited themselves from the position for certain reasons.

The committee, Escalada said, has exclusive jurisdiction over sexual harassment cases involving government employees.

The Codi is composed of the city administrator, city attorney, city planning chief, human resource chief, social welfare chief, city assessor, budget officer and Davao City Hall Employees Association representative.

Avisado earlier said he is an active member of Womynet, a group of women advocates assisting victims of violence and sexual abuse, thus, the inhibition.

"It is appropriate for me to inhibit from the investigation to avoid bias," Avisado said.

Efforts to get the reason of Quitain for his inhibition, meanwhile, proved futile. Escalada refused to give details of the motion to dismiss filed by the respondent.

He likewise refused to identify the respondent and the complainant although he hinted the latter was a daughter of a high-ranking City Government official.

Escalada said the suspect might face dismissal from his job if proven guilty of sexually harassing a female colleague.
