CEBU CITY -- A criminal complaint for robbery was filed Thursday against 12 persons who the police and the National Bureau of Investigation (NBI) believe were behind the P9.4-million heist at the Land Bank of the Philippines branch in Bogo, Cebu last week.
But of the 12 respondents, only two are under custody.
