MANILA -- The Senate committee on media resumed Monday its investigation of Proclamation 1017, which placed the country under a state of emergency.

President Gloria Macapagal-Arroyo issued the edict last February 24 following an aborted coup against her administraton and lifted it on March 3.

The inquiry by the Senate focused on warrantless arrests of university professor Randy David and militant Representative Crispin Beltran for alleged illegal assembly and inciting to sedition charges, respectively. (Sunnex)
