MANILA -- Apparently trying to prove that she was serious in her stand against capital punishment, President Gloria Macapagal-Arroyo endorsed on Wednesday as urgent a proposed measure abolishing the death penalty authored by Ilocos Sur Representative Salacnib Baterina.
