Opposition legislators welcome high court ruling v. 'no-rally' policy (10:08 a.m.)
MANILA -- Opposition lawmakers lauded Tuesday the decision of the Supreme Court (SC) declaring as illegal the calibrated preemptive response (CPR) of the Malacaņang with regard anti-government protests.
Bayan Muna party-list Representative Satur Ocampo said the SC decision is
reasonably expected since the CPR has no basis in law.
Ocampo also urged the government to declare Mendiola Bridge near Malacaņang as a freedom park, pointing out that it has historically been a place for assembly in expressing the people's grievances.

Villanueva said SC decision clearly shows that Malacaņang is making illegal decisions to protect itself from protests.
"Strike two na ito (This is the second strike)," said Villanueva, adding that
Arroyo should resign if the SC decides to junk the controversial proclamation by President Gloria Macapagal-Arroyo of a state of emergency last February 24 following a failed coup. A decision is expected to be handed down by the SC Wednesday.
Another opposition congressman, Teodoro Casiņo of the party-list group Bayan Muna said the ruling was another victory for the Filipino people.
The SC earlier declared Executive Order (EO) 464, which prohibits government, military and police officials and employees from attending Congressional inquiries without the President's approval, as unconstitutional. (DBP)
