DAVAO CITY -- The Bureau of Customs nationwide exceeded its target collection by P3.7 billion in the first quarter of the year, the bureau's commissioner Napoleon L. Morales said.
Target collection for the month of January was P12 billion while the actual collection reached P12.9 billion.
In February, target was set at P12.2 billion but the actual collection reached P12.5 billion.
For the month of March, the actual collection of P16.7 billion was also higher compared to its target of P14.2 billion.
The April actual collection slightly exceeded the target. Actual was at 16.580 billion while target set was P16.5
The total four-month collection target of P55.136 billion was surpassed by the customs, as actual collection was P58.877 billion, a 6.8 percent increase.
"This is the first time in the national scope that customs in every month hit the target. As of April, the target is P16.513 billion and we have collected P16.580 billion," Morales said during a press conference Friday.
Morales said the reason behind custom's hitting its target collection and even exceeding it is the action plan he is implementing.
The action plan, he said, is declaring the goods properly to ascertain the fitting tariff classification and valuation of the goods, resulting in correct payment.
The bureau collects its income from products entering the country as well as commodities being exported.
Morales said the problem he saw in customs when he assumed office in January is technical smuggling or incorrect description of goods that also results in incorrect valuation of goods.
To address the problem, Morales issued a memorandum to effect strict compliance with the correct description of goods.
"This customs order is not new but through the memorandum we will know how to implement it and how good is the implementation," he said.
"Because different items call for a different tariff heading, I think it's really important we classify goods with the correct heading so that the correct rate should also be collected as well as the value," he added.
Morales said last year's collection totaled P143 billion. This year's target collection is P200 billion. (Sun.Star Davao/Sunnex)
