Lawmaker hits use of public printing office in Charter change drive (10:39 a.m.)

MANILA -- Senator Panfilo Lacson has sought an investigation of the alleged illegal printing of materials of the pro-Charter change group Sigaw ng Bayan
Movement by the National Printing Office (NPO).

In a proposed measure, Lacson questioned NPO officials for having allegedly allowed the printing of 120,000 copies of Sigaw ng Bayan pamphlets as
stated in the NPO work order 04-8675 dated April 27, 2006.

Apart from the pamphlet entitled "Primer on People’s Initiative", 80,000 pieces of a document on constitutional reforms allegedly prepared by lawyer Raul Lambino, spokesperson of Sigaw ng Bayan Movement, were also allegedly printed by the NPO.

He said the NPO, which is under the Office of the Press Secretary, should not have entertained the pro-Charter change group since it is a private entity. “This
is a private initiative. I wonder why the NPO allowed the use of government facilities and resources.”

The Senate decided to delete the P107 million budget of NPO from the national budget when Lacson raised the issue during a plenary discussion of the 2006
national budget last week. (REC)
