Boulevard slay suspect identified, sued

DAVAO CITY -- Police finally filed a murder case Friday against the prime suspect in the killing of a teenage boy and a female passerby last July 3 along Quezon Boulevard in Davao City.

The suspect was also finally identified days after police requested that the identity be withheld pending the filing of the case.

The suspect: Macoy Saumay, a resident of Mini-Forest in Barangay 23-C along Quezon Boulevard, a designated barangay tanod and nephew of Mini Forest barangay captain and Councilor Amilbangsa Manding, and alleged to be a neighborhood toughie.

The case was filed by Josephine Muaña, 39, a resident of Barangay Linosotan in Talikud Island in the Island Garden City of Samal, and mother of one of the slain victims.

One of the witnesses positively pointed to Saumay as the one who fired at a group of teenage boys. The witness said Saumay was with other barangay policemen chasing the boys. At that time, the witness said, he was hailing passengers.

It was Saumay whom he saw firing a gun at the group of retreating boys. As gunshots rang out, he saw a boy fall to the ground, bloodied.

PO2 Richard Dionisio requested that the witnesses not be named for their protection.

Jay-ar Masaling, 13, a resident of Piapi, was with three young companions when allegedly chased by Macoy's gang and killed at around 8 p.m. of July 3. Also killed was one Daisy Muaña, 25, a native of Talikud Island in Samal and temporary resident of Mini-Forest. Muaña was just riding a jeepney on her way home from work when hit by a bullet.

Masaling's two other companions, Marvin, 14, and Ferdinand, 16, were also wounded.

Marvin described their attackers as members of Amen gang.

While designated as a barangay policeman, Saumay is more known to the community as a man who doesn't hesitate to shoot anyone. He is rumored to have killed several persons already, but he only has two pending cases in court for violation of the Omnibus Election Code and illegal possession of firearms.
