Village chiefs to sue lawmaker over water pipes

ANGELES CITY -- The president of the Association of Barangay Captains (ABC) here on Thursday warned Pampanga First District Representative Francis Nepomuceno of a court suit if he continues to keep mum on the missing water pipes worth P12 million.
In a letter to Nepomuceno coursed through Mark Allen Sison, chief of staff of the legislator, ABC president Efren de la Cruz said: "We are hereby giving you five days from the receipt hereof within which to make a reply on our said letter, otherwise, we will be constrained to file necessary legal actions against you in court for mandamus or other legal remedies for the protection of the public." The letter was dated August 16.
The letter was reportedly sent to and received by the office of Nepomuceno.
"This is to reiterate our request in our letter dated July 7 concerning the 324 pneumatic hand pumps and 1,296 steel pipes that are intended to be distributed to the different barangays of Angeles City," said Cruz, chairman of Barangay Sto. Cristo.
Cruz and the other two ABC presidents in the province's first district -- Amauri Tiglao of Mabalacat and Rodolfo Gonzales of Magalang -- earlier asked Nepomuceno to immediately deliver the water pipes to the intended recipients.
Fifty village chiefs had informed Mayor Carmelo Lazatin that they have not received the water pipes purchased from the pork barrel or Priority Development Assistance Fund of Nepomuceno last year.
The mayor urged Sison to pinpoint the whereabouts of the pipes for the benefit of the public. "After all the money used to buy the pipes was taken from public funds," he said.
Sison and Nepomuceno have yet to issue any statements over the alleged missing pipes for the first district and the recent disclosure of the Mabalacat Water District that some P5 million worth of pipes donated by Nepomuceno in 2000 to the water district were allegedly defective.
