Mayor vows repeal of pay parking scheme
BAGUIO CITY -- Acting Mayor Reinaldo Bautista Jr. said Saturday the city will definitely pursue the annulment of the Pay Parking Ordinance and the rescission of the memorandum of agreement (MOA) for the pay-parking scheme.
Bautista said the executive and legislative branches of the City Government are now working as one to achieve that goal.
He said during a closed-door meeting on crucial issues, the officials agreed on a new tack to handle the issues involving the Jadewell Parking Systems Corporation (JPSC) but this will not be disclosed to avoid anticipation by the opposing camp.
"This time, we want to be sure with our moves and we wish to move rationally and calculatedly to ensure our win. We have a new plan of action on the issue but we can't reveal it now but definitely we will move forward to pursue the rescission and repeal," he said.
Bautista also pledged that the two branches of the City Government will continue to work cooperatively on the issue and other crucial matters being faced by the city.
The City Council began procedures for the repeal of Ordinance 003-2000, which authorized the pay parking scheme of Jadewell, by approving on second reading and publication of the petition for local people's initiative for the repeal of the measure.
The Crusaders Against Jadewell submitted the petition.
The body also jumpstarted the bid for a judicial rescission of the same measure when it directed the City Legal Office to send within 60 days a notice to Jadewell, informing the company of the City Council's intention to rescind the pay parking contract between the city and Jadewell.
This will be on the grounds of the violations of contract the firm committed as per the Commission on Audit findings.
The move was in support of the City Council's decision to approve the proposed resolution of Councilors Jose Molintas, Pinky Rondez and Rocky Thomas Balisong to rescind the MOA on pay parking.
This, however, will not cover the supplemental MOA for the Ganza pay parking, which the city legislative body sees as void from the start. (AR/Sun.Star Baguio)
