Cop in sex video gets axe for rape By Rhodamae M. Hernandez
DAVAO CITY -- A policeman was ordered dismissed from the service because of his involvement in a rape of a teenager.
Dismissed for grave misconduct through a special order issued by Police Regional Director Ricardo Quinto was Chief Inspector Roland Vilela.
Vilela earlier hit the headlines after a sex video of him and his alleged mistress became public.
Vilela, who was the chief of the Anti-Vice section of the Davao City Police Office until the sex video scandal, was accused of raping a 17-year-old girl inside Evergreen Hotel along R. Magsaysay Avenue on October 21, 2005.
The girl was rescued by a non-government organization working with children. She was under its custody when she went to the Anti-Vice Section to complain about her aunt whom she accused of prostituting her since she was 14 years old.
The girl claimed that Vilela did not set up an operation to arrest her aunt, as she would have wanted. Instead, she was told they have to wait for the issuance of a warrant of arrest.
The victim further said the police official then offered to keep her in a safe house and told her she will act as their asset or agent.
Vilela gave her P1,000 hotel and food allowance, she said, as she was brought to the Evergreen Hotel.
A day after, the girl said her aunt called her and threatened her to stop her from pushing with her plan to file charges.
Afraid, she contacted Vilela and asked him to come over so she can discuss the case.
The girl said Vilela told her he will come over and that she'd better take a shower.
She said Vilela called her again telling her that he wants her cousin out of the hotel room. Vilela told her that he brought a condom with him.
Vilela arrived and took advantage of the girl, promising to help her in her case against her aunt.
An investigation made by the Internal Affairs Services of the Philippine National Police found probable cause to sue Vilela for rape, which resulted in the order for his dismissal.
"Jurisdiction-wise, General Quinto can recommend for the dismissal and he himself could sign the order," Police Superintendent Lorenzo C. Gernato Sr., City Internal Affairs Services, told Sun.Star.
Due to the dismissal order, the other administrative cases filed against Vilela would be dismissed as these were rendered moot and academic.
Vilela, who has just graduated from a career advancement course at Camp Crame, will appeal the dismissal with the Regional Internal Affairs Services.
"Actually that case is over as the court already dismissed it. One of my cases, which is grave misconduct, did not prosper, which is why this (rape case) is being thrown at me," Vilela said in a telephone interview. (Sun.Star Davao/Sunnex)
