Arroyo orders regulation of billboards (11:20 p.m.)

MANILA -- President Gloria Macapagal-Arroyo on Friday ordered defense secretary and National Disaster Coordinating Council (NDCC) chairman Avelino Cruz Jr., to draft and administrative order (AO) regulating the construction and putting up of billboards along highways and other thoroughfares.

Arroyo issued the directive during the NDCC meeting in Malacaņang following the onslaught of typhoon Milenyo that brought down some billboards that resulted in the damage of properties and killed at least one van driver.

"I have directed the MMDA (Metropolitan Manila Development Authority) and the DPWH (Department of Public Works and Highways) to submit to me their specific recommendations as to the concrete rules on billboard placements," she said.

Executive Secretary Eduardo Ermita said he expects the AO to be available by Monday, adding the AO is a vindication of the MMDA, which had been criticized heavily in its efforts to remove them prior to the typhoon. (JMR/DBP/CPB/Sunnex)
