Negros mayor wants ban v. motorists wearing bonnets By Victor L. Camion
SIBULAN, Negros Oriental -- Mayor Antonio Renacia is seeking to prohibit motorists from wearing face bonnets following the series of killings in Dumaguete City and several similar incidents in his town by masked men.
"Actually, I have introduced my draft resolution to the members of the Municipal Council of Sibulan for the immediate passage of the anti-bonnet ordinance," Renacia said.
The mayor said he could find any logic for a motorist to cover his face unless he has something to hide.
"We have no law yet against wearing bonnets. We still need to make an ordinance for that," Renacia said.
He said his proposed ordinance would complement the Municipal Government's helmet-wearing measure that has been criticized by many residents fearing criminal elements would exploit the use of the helmets to hide their faces.
Renacia said wearing a helmet is a national law to protect motorists.
The mayor explained that the Municipal Government would not get anything from penalty fees of violators.
The fine will go to the Land Transportation Office (LTO), according to Inspector Lorenzo Abella, Sibulan police chief.
Abella clarified that the two policemen and the four trained police aides assigned to monitor the use of helmets are deputized by LTO.
The team, led by Senior Police Officer 1 Reuel Piñero and Police Officer 2 Carlo Cual, are authorized to confiscate a driver's license and to issue a temporary operating permit (TOP) to violators.
