4 rookie police fire guns while drunk
CEBU CITY -- Four rookie policemen from Western Visayas who are in town for the Asean summit are facing criminal complaints for allegedly firing their guns while under the influence of liquor last Saturday.
Police officers Eugene Chicka Altar, Robert Magturo, Dexter Vegafria and Crispin Cajilo are also likely to face administrative complaints, aside from complaints for grave threats and alarm and scandal, as a result of the incident.

Edelrico Malinao, Noel Alcesto and John Jason Omolon told Lapu-Lapu City Police Station investigators last Monday that the four policemen were drunk and fired their guns repeatedly in front of Malinao’s house on Quarry St., Sitio Sewage, Barangay Pusok.
The four went there to visit their colleague PO1 Ken Filarmeo, who is renting a room in the area. Filarmeo wasn’t included in the case.
Around 8 p.m., the complainants said the four, who were reportedly drunk, started firing their guns and challenged everyone who passed by the area.
“Sino ang papalag, babarilin namin (We will shoot whoever complains),” one of the policemen said, according to PO2 Benedicto Bobilles.
Lapu-Lapu City Police Chief Louie Oppus directed his men to investigate and file appropriate criminal and administrative charges against the four, who are not detained because the complainants surfaced four days after the incident reportedly happened.
Still, the four will undergo preliminary investigation.
PO3 Dioscoro Arong is now assessing what possible administrative complaints could be filed against them.
The four are from the Police Regional Office 6. Except for Altar, who is presently assigned in Mandaue City, the other three are assigned in Lapu-Lapu City.
Hundreds of policemen from out of town are assigned in Cebu to secure the Asean summit next as part of their field training program.
Earlier this month, four drunk soldiers from the Light Reaction Company and Philippine Air Force had a brawl with policemen over a traffic violation in Lapu-Lapu.
Three soldiers from the Marines also caused trouble in the same city after they initially refused to pay their bills at a bar. (OCP of Sun.Star Cebu)
