11 minors still in Davao City jail By Carlo P. Mallo
DAVAO CITY -- Four months after President Gloria Macapagal-Arroyo signed Republic Act 9344 or the Juvenile Justice and Welfare Act of 2006 into law, 11 minors are still detained at a jail in Davao City.
Several pleadings by the Department of Social Welfare and Development (DSWD)-Southern Mindanao for the release of the minors from the Ma-a City Jail into the custody of their parents or to a DSWD institution were denied.
Sun.Star Network Online's 12th Asean Summit Watch DSWD also requested the courts that the minors to be released on recognizance but this was likewise denied.
One of the 11 detained minors reportedly opted to simply continue serving his sentence after he was proven guilty of theft, as he is soon to be released. The other 10 minors have pending cases filed against them.
Meanwhile, the Regional Rehabilitation Center for Youth at Bago Oshiro in Mintal, a facility operated by the DSWD, was able to record a 50 percent increase in the children in conflict with the law.
The facility served 202 minors in 2005 and 300 plus for the first three quarters of 2006.
This apparently was a result of the orders of the DSWD central office for the immediate pull-out and suspension of sentences of all minors detained in penal institutions upon the implementation of the Juvenile Justice and Welfare Act of 2006. (Sun.Star Davao/Sunnex)
