Davao Council passes aerial spray ban ordinance

DAVAO CITY -- The City Council finally passed an ordinance Tuesday banning aerial spray as an agricultural practice in all agricultural activities in the city.

Councilor Leonardo Avila III said the approval of the ordinance originally proposed by Councilor Nenita Orcullo shows that the council has ears and hearts that listen to, and address, the needs of the people.

Avila added that they will give City Mayor Rodrigo R. Duterte a free hand in the implementation of the said ordinance as the mayor had given them a free hand in the decision-making.

This is in response to the apprehensions of some groups that the ordinance might have been passed without the expected "drama" but the real battle will be in its implementation.

Avila explained that the council and the city mayor are in "harmonious understanding" of each other that is why there is no reason to fear that the mayor might use his veto power to block the implementation.

The council Tuesday also approved another ordinance, which is aimed towards the protection of the environment.

This is the Watershed Code proposed by Councilor Arnolfo Cabling, a legislation meant to protect the main source of the supply of potable water -- the watersheds.

Avila said there are still three important legislations that have yet to be passed in order to fully protect the natural resources of the city. These are the Establishment of Marine Protected Areas, the Environment Protection Code, and the Fisheries Code.

The said proposed ordinances are currently being tackled by the Environment and Natural Resources and Avila said the committee is set to present their reports to the council by February to expedite its passing into law. (GLP of Sun.Star Davao/Sunnex)
