Arroyo forms 'social integration' body for rebs
MALACAÑANG announced on Friday the creation of a new national body that will help rebels who want to return to the fold of the law.
President Gloria Macapagal-Arroyo issued Administrative Order (AO) 172 creating the National Committee on Social Integration (NCSI), which would "implement the Social Integration Program (SIP) for rebel groups."

A Palace statement said Arroyo signed AO 172 on March 23 in line with government's "comprehensive peace process agenda that calls for a negotiated settlement with all armed rebel groups under the Rule of Law and
in accordance with the constitutional processes."
In the AO, Arroyo said the SIP requires the "convergence of efforts between and among non-government agencies (NGAs), local government units (LGUs) and other stakeholders."
Created under the Office of the Presidential Adviser on the Peace Process (Opapp), the NCSI will provide overall policy direction and "manage, coordinate, monitor and evaluate the implementation of the SIP, including the amnesty program."
It will also update the policy framework and guidelines, and tap funding/donor agencies, both domestic and international, for technical
assistance and financial support for the SIP.
To be headed by an Opapp undersecretary, the NCSI will be composed of representatives of the Office of the National Security Adviser and of the defense, interior, justice, social welfare and public affairs departments as members.
