Mamauag said cooperation from the victims' families is important for them to push through with the case.
"They are cooperating with us," he added.
A faction of the al-Qaeda-linked Abu Sayyaf led by Albader Parad has beheaded seven people, including six construction workers and dried fish plant laborer, who were separately seized last April 16 in the town of Parang, Sulu.
Five of them namely Roger Francisco, Dennis Delos Reyes, Wilmer Delos Santos, Nonoy Ampoy, and Louie Teodoro, who are working with the construction firm of Sulu Governor Benjamin Loong, are residents of this city.
Another construction worker named Toto Nillas was a resident of Sulu. The beheaded dried fish worker was Crisanto Petrocenio.
Mamauag said the police and the military are helping his office in the gathering of evidences for the filing of the case against Parad and his followers.
Parad, a mid-level Abu Sayyaf leader, is among the most wanted persons for kidnapping by the government.
He was involved in the mass kidnapping in 2000 wherein 21 people composed of Europeans and Asians were seized from Sipadan, Malaysia and herded to Sulu.
