115 appointees have resigned: executive secretary
MANILA -- Some 115 presidential appointees from 43 government-owned and controlled corporations (GOCCs) and four agencies under the Office of the President (OP) have tendered their courtesy resignations, said Executive Secretary Eduardo Ermita.
The courtesy resignations were in response to a circular issued on June 22 by President Gloria Macapagal-Arroyo giving the appointees until June 30 to step down from their posts.

Covered in the memo were appointees in all the GOCCs, government financial institutions, sequestered corporations, and attached agencies of the OP and the different departments.
He said that aside from the appointees in sequestered corporations like San Miguel Corporation (SMC), Manila Electric Company (Meralco), Philippine Development Alternatives Foundation, and United Coconut Planters Bank (UCPB) and its subsidiaries like the Coconut Industry Investment Fund Federation is also covered by the order.
Others covered by the directive are agencies under OP like the Movie Television Review and Classification Board (MTRCB), Philippine Reclamation Authority (PRA), and Optical Media Board (OMB) along with attached offices of the departments like the Philippine General Hospital (PGH) and the Philippine Heart Center (PHC).
Ermita said they want to be prepared when the President finally says "let's revamp or reorganize" this office. He said there are 117 GOCCS and GFIs at present.
He said the department secretaries and chairman of the Presidential Commission on Good Government (PCGG) was also ordered to submit a list of appointees in the agencies and instrumentalities attached to their office along with an assessment report on the performance of the affected personalities.
Ermita said the list and assessment report would help the search committee in evaluating the performance of the appointees and in submitting a recommendation to the President on who should remain in their post or who should go.
He said all of these resignations are being consolidated by his office and forwarded to the search committee which is now reviewing the line-up of the different organizations, including ascertaining who among the appointees are "on holdover" after their terms have expired and "who are performing or not performing well."
Asked if Government Service and Insurance System (GSIS) president and general manager Winston Garcia and Philippine Amusement and Gaming Corporation (Pagcor) president Ephraim Genuino have already tendered their resignations, Ermita said he has still to check this.
He however said with the issuance of the memorandum circular, they are expecting to receive "more and more of these resignations" as it has now been clarified as to who are covered by the directive.
Earlier, there was confusion on whether Cabinet secretaries were covered by the order, which was initially given verbally by the President on June 9 in the presence of a handful of Cabinet officials that included Finance Secretary Margsrito Teves, Trade Secretary Peter Favila, and Press Secretary Ignacio Bunye.
This led to the pronouncement of members of the economic team that they would submit their courtesy resignations only to withdraw them after the clarification.
He also announced the promotions of Severo Catura to undersecretary and Dennis Araullo to assistant secretary. Catura was formerly assistant secretary of Ermita while Araullo was a regional director of the Department of Agriculture. (DA)
Ermita also named lawyer Maria Celestina Tam as the regional director of the Agrarian Reform Department and former Baguio City councilor Federico Mandapat Jr. as regional director of the Department of Transportation and Communications (DOTC). (JMR/Sunnex)
