Manila: Senators urge SIM card registration (6:35 p.m.)

MANILA -- Nothing that every new technology carries tremendous responsibility, Senators Panfilo Lacson and Richard Gordon are seeking to curb abuses of prepaid subscriber identity module (SIM) cards by criminals and other unscrupulous individuals.

Senate Bill (SB) 191, filed by Lacson, seeks to regulate the sale of the prepaid SIM cards by requiring buyers to register information into a database that the telecommunications providers will maintain. While SB 289 of Gordon or "An Act Requiring the Registration of Subscriber Identity Module (SIM) cards in Mobile phones" also seeks to require every mobile company to register its subscribers, -- prepaid and postpaid -- and maintain directory indicating the SIM serial number, mobile phone number, name and address of the subscriber.

Both Lacson and Gordon filed bills declaring an all-out war against cellular phone syndicates and lawless elements to deter crime and enhance peace and order in the country.

Lacson said "not only is the prepaid SIM card easily accessible, it can also be bought almost everywhere. The owners thereof can likewise easily evade detection since prepaid SIMs are virtually undetectable. Due to these unscrupulous individuals always take advantage of the same pursuit of their criminal activities to the detriment not only of a particular interest but that of the whole nation."

Gordon, meanwhile, said since criminals who commit kidnapping, estafa, and other crimes are easily able to consummate their unlawful activities with the use of prepaid SIM cards in mobile phones providing law enforcers with no recourse as to the identities of these individuals for investigation.
