Poll body to announce 12th senator, names 13 party-list winners
MANILA -- The Commission on Elections (Comelec) may proclaim the 12th winner in the senatorial race within this week.
The National Board of Canvassers (NBOC) has completed tabulation of the certificates of canvass (COC) from Bogo, Cebu; Bais, Negros Oriental; and 19 precincts from the municipalities of Pagalungan in Maguindanao and the results show Team Unity (TU) senatorial candidate Juan Miguel Zubiri overtaking Genuine Opposition (GO) candidate Aquilino "Koko" Pimentel III.

"We will discuss this and we will announce our decision tomorrow (Tuesday) (on whether to proclaim the winning senator that would occupy the 12th slot)," Comelec Chairman Benjamin Abalos told reporters.
Based on Monday's canvassing, Zubiri's lead over opposition candidate Pimentel was 17,692 after Zuribi got 13,381 votes in Bais; 12,656 votes in Bogo; and 1,216 votes in Pagalungan while Pimentel got 5,473 votes in Bais; 4,434 in Bogo; and 740 votes in Pagalungan.
Zubiri now has a total of 11,001,050 votes while Pimentel has 10,983,358.
Should the commission fail to come up with the decision to proclaim the winning 12th senator on Tuesday, Abalos said they will proclaim the winner either on Friday or before the opening of the 14th Congress on July 23.
Only the COC from Pantar, Lanao del Sur has yet to be canvassed.
Party-list winners
On Monday, Comelec declared 13 party-list groups as winners in the party-list elections but deferred the proclamation of one organization.
The Comelec sitting as the National Board of Canvassers named the El Shaddai- backed Buhay as the top placer with 1,163,218 votes.
Other groups are: Bayan Muna-927,730 votes; Citizens Battle Against Corruption (Cibac)-760,260; Gabriela-610,451 votes; Association of Electric Cooperatives (Apec)-538,971; A-Teacher-476,036; Akabayan-470,872; Alagad-423,076; Butil-405,052; Coop-Natco-390,029; Anakpawis-376,036; Alliance of Rural Concern (ARC)-338,194; and Abono which garnered 337,046 votes.
Abalos said they would be making their final computation to determine if there are still other party-list groups that reached the two percent requirement, apart from the already proclaimed 13 organizations.
He maintained that only Buhay will be allowed three seats in Congress.
Meanwhile, Comelec deferred the proclamation of party-list group Batas, which received a total of 386,361 votes, because of a pending disqualification case against the organization. (MSN/Sunnex)
