Irregular: Vice guv on blanket authority request By Marna H. Dagumboy
CITY OF SAN FERNANDO -- Pampanga Vice Governor Joseller Guiao said Governor Eddie Panlilio's request for a blanket authority to enter into agreements, contracts, and deeds goes against the principle of check and balance.
Guiao said he did not reject the request but that he considered it "highly irregular."

He said this was the first time that a governor wanted full authority to enter into agreements and contracts in line with the Provincial Government's various projects.
Panlilio read a letter from Panlilio during the July 9 session of the Provincial Board.
In his letter, the governor asked PB members to issue a resolution granting him "full authority" to enter into memorandums of agreement and deeds of donation or sign contracts in behalf of the province.
Panlilio added that several non-government organizations and private individuals are offering help to the province and he wants blanket authority to negotiate with them for faster processing.
The governor clarified that the blanket authority will only be for memorandums of agreement on deed of donations.
Reacting to Panlilio's claim, Guiao said Panlilio's letter is "as clear as the day."
"Nobody donates instantaneously. He could ask the Provincial Board for a special session if the need arises," Guiao said.
The vice governor said he cannot accommodate Panlilio's request at this time because the PB has yet to organize its committees.
He assured the governor that once the PB committees are in place, he will act on the request.
"In fact there is no legal impediment to his request, but we must have check and balance in his administration," he added.
Panlilio earlier said granting him full authority would pave the way for more programs and projects for the province and promote good governance by allowing him to effectively carry out his programs. (Sun.Star Pampanga)
