Trust ratings for PNP, AFP rise, says SWS
CEBU CITY -- The image of the military and the police has always been battered with corruption issues, but the two agencies are among those getting a boost from a recent survey among businessmen who were asked to rate their sincerity.

The 2007 Social Weather Stations Business Survey on Corruption showed that in Cebu and the rest of the country, the approval rating for the Armed Forces of the Philippines (AFP) and the Philippine National Police (PNP), in terms of +ACI-sincerity+ACI- in fighting corruption, has improved much.
But that doesn’t mean they are squeaky clean, as both agencies still have negative ratings albeit better than last year’s.
Cebu’s businessmen apparently have more trust on the efforts of the AFP and the PNP to address corruption.
Last year, Cebu’s businessmen-respondents gave a rating of -36 to the PNP’s sincerity in stamping out corruption, an improvement in the PNP’s 2005 rating of -54. This year, the PNP’s rating is -11.
The AFP, meanwhile, got a rating of -21 in 2006 but improved to a rating for 2007. This is a steady rise in the ratings for the AFP, since it got only -54 in a similar survey in 2005.
The SWS conducted the survey among managers of 705 Filipino companies, mostly from the small or medium enterprises. One-third of the respondents, however, were from large companies. The interviews were done from March 4 to May 11, 2007.
The same survey also showed that although the justice department has maintained a positive rating through the years, the rating for the Department of Justice dropped from in 2005 to only this year.
Businessmen’s perception of the sincerity of the Bureau of Internal Revenue also improved drastically from -63 in 2006 to -26 this year.
Consistent in the bottom three of the list of sincere agencies are the Land Transportation Office (LTO), the Bureau of Customs (BOC) and the Department of Public Works and Highways (DPWH).
Of three, however, the LTO’s rating slightly improved from -41 to -38 and the BOC, from -78 to -68.
The DPWH dropped from -67 to -74.
Earlier, officials of BOC and other government agencies called unfair the surveys, citing that they have been doing their best.
