Anti-terror law 'terrorizes' cops (10:05 p.m.)
BAGUIO CITY -- Even the police are confused about how they would implement Republic Act (RA) 9372 or the Human Security Act (HSA) or more commonly known as the anti-terror law.
Although claiming that RA 9372 does not in any way curtail human rights and civil liberties as claimed, Cordillera Police Regional Director Raul Gonzales admitted that the law would still need further study.
With several safety nets in the law that would ensure that human rights are upheld, Gonzales said it is difficult, if not impossible, to implement the law without the implementers having to face charges.
The absence of the law's implementing rules and guidelines as well as the ongoing debate on which agency should shoulder the P500,000 fine per day of detention in case a suspected terrorist is exonerated from charges, likewise impedes proper execution of the law. (Rimaliza Opiña of Sun.Star Baguio)
