Guv: Blanket authority for 'donations' only By Marna H. Dagumboy
CITY OF SAN FERNANDO -- Pampanga Governor Eddie Panlilio on Thursday said his request for blanket authority exclusively covers donations concerning health and education.
In his letter sent to the office of Vice Governor Joseller Guiao dated July 27, Panlilio clarified that his request for signing authority on contracts, memoranda, and deeds to be given by various non-governmental organizations and private individuals is restricted only to donations for district and provincial hospitals and public schools.

He said the blanket authority would be valid for 12 months or a year upon the approval of the Provincial Board (PB).
In his letter, Panlilio stated he has received "numerous and relentless offers for donations" of various items, including medical equipment, medicines, computers, books and other forms of aid or assistance from "kindhearted cabalens" and charitable individuals and institutions here and abroad.
"As public servants, I consider it our imperative duty to avail of these rare acts of benevolence in line with our common and yearning desire to improve the quality of life of our people," he said.
He believed that to ensure the prompt and immediate delivery of basic social services, the request for authority to accept and acknowledge the stated donations "needs immediate attention and action."
He further stated in his letter that all donated equipment would belong to the Provincial Government, subject to inventory, accounting, and auditing procedures. These will later be distributed to district hospitals and public schools, at which time the equipment will be their responsibility and not that of the Provincial Government.
"Knowing your similar interest to improve the inadequate facilities and poor condition of our present health and educational institutions, it is my fervent hope that you will grant this request after a careful deliberation of your august body," Panlilio said.
Earlier, the PB asked Panlilio to revise his letter of request for "blanket authority" and be specific as to his real intentions.
The governor asked the PB to issue a resolution granting him "full authority" to enter into memoranda of agreement, sign contracts, deed of donation and other programs for the province.
Panlilio, during a closed-door executive session, clarified to PB members his real intention, which is limited only to donations.
Guiao earlier said the explanation was in direct conflict with the governor's letter requesting for "blanket authority." "His intention is not what the letter says," he said. (Sun.Star Pampanga/Sunnex)
