PB defers appointments of administrator, lawyer By Marna H. Dagumboy
CITY OF SAN FERNANDO -- By a vote of 13 to zero, the Pampanga Provincial Board (PB) on Monday did not confirm the appointments of Provincial Administrator Vivian Dabu and Provincial Legal Officer Maria Elissa Velez.
In a session, PB presiding officer and Pampanga Vice Governor Joseller Guiao said they would not recognize the functions of Dabu and Velez. He said the PB could not transact any business with the two as they are merely "acting" officers in capacity.

But Guiao said if the two would still insist with their functions as provincial administrator and provincial legal officer, the PB would elevate the matter to the Supreme Court.
The vice governor also said the province's legislative body will not be affected by the non-confirmation of the two's appointments.
"We will still continue to dispense our services to the people. We can also declare them (Dabu and Velez) 'persona non grata'," Guiao added.
Asked about a challenge made by Governor Eddie Panlilio to Guiao for a discussion on the merits of his recent letter addressed to the PB, Guiao said: "I will talk to him (Panlilio) to clarify the PB decision on the appointments (of Dabu and Velez)."
The governor, in reaction, said he respects the PB decision.
"That is their (PB members) understanding, but our understanding is based on the provision of the LGC (Local Government Code). We will continue to invoke the law," he said.
Panlilio said they consider bringing the matter to a higher body, which is the Civil Service Commission, to resolve the issue.
"Dabu and Velez will continue serving the public," he said.
He said the supposed rift between the executive and the legislative is merely an "isolated case." (Sun.Star Pampanga/Sunnex)
