Dismiss 3 cops in extort rap, says PNP boss

CEBU CITY -- Upon learning about three Cebu City policemen accused of extortion, Philippine National Police Chief Oscar Calderon ordered Police Regional Office (PRO) 7 Director Silverio Alarcio Jr. to have them dismissed from service.

"There are many others wanting to become police officers who are qualified. Why are we holding these bad guys? I encourage all to strengthen the disciplinary machinery," Calderon said.

Alarcio, for his part, said they do not tolerate scalawags, which was why they initiated the entrapment "even inside our own offices."

SPO1 Jaime Otadoy, PO1 Raniel Capangpangan, and PO3 Rey Albotra were named respondents to complaints for extortion and simple robbery before the Cebu City Prosecutor's Office last Friday.

The PRO 7 asked the National Bureau of Investigation to conduct the entrapment inside Camp Sotero Cabahug, the headquarters of the Cebu City Police Office (CCPO), after they received the complaint.

Only CCPO Director Patrocinio Comendador knew of the planned operation on the three officers.

Otadoy was arrested last Wednesday after allegedly demanding P2 million from businessman Reuel Lerio.

Capangpangan was able to run while Albotra was not present.

Asked if there are other officers of the Vice Control Section (VCS) involved in the same activities, Alarcio said they have received several reports prior to the planning of the operation.

"We have reports of people involved in the organization, not only in the Vice Control Section. These are a few scalawags. We need the support of the community to intensify our own efforts. We need to build a strong case against these people," Alarcio told reporters.

He added that Senior Inspector Wilbert Parilla is not spared from the investigation. He was relieved from his post and placed on floating status.

The VCS of the Cebu City police was also disbanded.

Asked about Director Comendador's move to disband the unit, Alarcio said Comendador is in charge and that if he saw it as the best decision, it was his call.

Alarcio said, though, that the police officers involved in the controversy will be given due process. (MEA of Sun.Star Cebu)
