Police Regional Office (PRO) 1 Director Leopoldo Bataoil said the killing took place in Barangay Puritac, also in the town at 10:40 p.m., Tuesday.
Rigonan was about to board his Toyota Hi-Ace van when armed men shot at him repeatedly. He sustained several gunshot wounds in the body that caused his instant death.
It was learned that the victim came from the house of a friend named Florencio Macalma located near the crime shortly before he was killed.
Bataoil said he ordered Ilocos Norte Police Provincial Director Roman Felix to form a task force that would look into the case.
"I will go there (Ilocos Norte) personally to supervise the investigation. I assured the Catholic Bishops Conference of the Philippines that we will leave no stone unturned and give updates of our investigation," he said. (LCMY/Sunnex)
