No to administrator as bank signatory: PB By Marna H. Dagumboy
CITY OF SAN FERNANDO -- The Pampanga Provincial Board (PB), in light of the standoff between the executive and legislative departments, considers excluding the provincial administrator from being a signatory in any bank document.
The move followed the alleged scolding received by Philippine National Bank (PNB) business manager Albert Sese in the hands of Pampanga Governor Eddie Panlilio during their meeting last Friday.

Panlilio was reportedly angry with Sese for not honoring checks signed by Provincial Administrator Vivian Dabu.
Sese, who was present during Monday's PB session, told members that the governor "got angry with him" for not honoring checks with Dabu's signatures on them.
The PNB manager said he was merely following a memorandum issued by the PNB, which states that "with due respect and deep regret, we are obliged to dishonor provincial treasurer's checks bearing (Dabu's) countersignature."
He said it was the decision of the PNB legal officers, who were furnished a copy of the PB resolution on the non-confirmation of Dabu.
Sese said he was just doing his job.
Panlilio said the PNB issued a memorandum without consulting the executive department.
He said he was "offended" by the bank's move. Even then, he gave the bank an extension, from two weeks to two months, within which to explain why the Provincial Government should continue banking with PNB.
Prior to that, Panlilio said, the Capitol decided to move other funds, in accordance with the instruction of the Department of Finance (DOF), to government depository banks like the Land Bank of the Philippines (LBP) and Development Bank of the Philippines (DBP).
Vice Governor Joseller Guiao protested the transfer of the accounts, saying the Provincial Government can't do it without the PB's approval.
But Panlilio said the Capitol is allowed to transfer or move its accounts from the PNB to LBP because the Provincial Government has an existing account there.
The vice governor said the PB did not confirm the appointments of Dabu and Velez because they are single parents.
He added he was dismayed by a recent article that came out in a national daily on the issue.
"The article is insinuating that the PB is unfair in not confirming the appointments of the two concerned because of the fact that they are single parents," he said.
