New promotional guidelines passed: Napolcom (4:53 p.m.)
MANILA -- The National Police Commission (Napolcom) will be adopting a stricter rule in screening senior officials of the Philippine National Police (PNP) who are to be promoted to the next higher ranks.
In approving Memorandum Circular 2007-008, Interior secretary and Napolcom chairman Ronaldo Puno explained that the new guidelines will improve the current promotion and placement system for the so-called third level police commissioned officers (PCOs) and will provide equal opportunities even among women police officers.
Third level PCOs includes those who rank from senior superintendent (colonel) to deputy director general (three-star general).
"Regardless of the source of commission, gender or affiliation, senior police officials will be given fair treatment and consideration in career advancement and professional growth," Puno said, adding that the new guidelines will also "ensure the quality of the future leaders of the PNP".
Napolcom Commissioner Celia Sanidad-Leones explained that the new memorandum circular applies to all PCOs, including police superintendents (lieutenant colonels) who are due for promotion.
Under the new rules, all PCOs, except the current PNP chief, should possess the required experience, education, training and eligibility pursuant to the latest qualification standards prescribed by the Napolcom before they are considered for promotion to the next higher rank.
The PNP-Directorate for Personnel and Records Management (DPRM), through the Senior Officers’ Placement and Promotion Board (SOPPB), should fill up the promotional vacancies through selection of PCOs from the list of "eligibles" upon the approval of the Napolcom.
Personnel and Administrative chief Isidro Siriban said all promotion to the ranks of police senior superintendent up to police deputy director general should be for reason of vacancy in position and not merely due to vacancy in rank. (AH/Sunnex) |
