PNCC workers ask labor chief to resign (9:46 p.m.)

MANILA -- Employees of the Philippine National Construction Corporation (PNCC) have called for the resignation of Labor Secretary Arturo Brion following his failure to implement the assumption of jurisdiction he issued on New Year's Eve.

Rene Soriano, president of PNCC-Philippine Skyway Corporation (PSC) Employees Union (PSCEU), together with the Traffic Management and Security Department Workers Organization, said Brion's disregard of the return-to-work order for the dismissed PNCC-Skyway workers he issued was unacceptable.

"We believe Secretary Brion should step down because of his inability to implement his own order," Soriano said during Friday's press briefing at Max's Restaurant in Manila.

Last December 31, Brion ordered the PNCC-Skyway workers to return to their work and asked the management to accept them under the same terms and conditions prior to the strike.

"Accordingly, any intended strike or lockout or any form of concerted action is hereby automatically enjoined. If one has already taken place, all striking or lockout employees shall, within 24 hours, immediately return to work and the employer shall immediately resume operations and re-admit all workers under the same terms and conditions prevailing before the strike or lockout," the order reads.
