‘Dispatcher’ shot dead in quarrel over traffic

CEBU CITY -- An argument over traffic at the entrance gate of Pier 3 in Cebu City ended with the killing of a dispatcher Thursday noon.

The dispatcher, whom Homicide Section investigators identified only as Boy Tuburan, died of a gunshot wound in his chest.

He was taken to the Cebu City Medical Center, but died at the emergency room minutes later.

Witnesses pointed to a security guard hired by the Cebu Port Authority (CPA) and detailed near Pier 3 on Don Vicente Sotto St. as the one who shot and killed Tuburan.

The guard fled after the incident.

A team of investigators led by SPO1 Jay Yballe identified the security guard through his agency, Password Security Agency in Aduana near Plaza Independencia.

He was identified as Manuel Espante, 26, of Sitio San Roque, Poblacion, Alegria, Cebu.

Espante's task was to ensure a continuous flow of traffic going to the entrance gate of Pier 3 by keeping taxis and trisikads from obstructing the road.

Yballe's team gathered from two witnesses, including a banana cue vendor, that the incident was triggered when Tuburan and Espante argued about the presence of taxicabs lining up near the port area, waiting for passengers.

Tuburan reportedly instructed the taxicabs to line up in one place when his attention was called by Espante.

The two witnesses, who were several meters away from Tuburan and Espante, said the next thing they heard was gunfire. They saw the dispatcher sprawled on the road.

Port worker Sonny Boy Gonzaga rushed Tuburan to the city hospital.

Another witness, a 17-year-old male, however, claimed there was no argument between Tuburan and Espante. He told Yballe's team that Espante shot Tuburan unprovoked and at close range.

As of 4 p.m. Thursday, Yballe's team was still trying to determine the security guard's whereabouts. (JST of Sun.Star Cebu)
