CEBU CITY -- Despite President Gloria Macapagal-Arroyo's appeal to freeze tuition increases across the country, 19 schools in Cebu have already done so for next school year.
Dante Cabunilas, education supervisor of the Commission on Higher Education (Ched) 7, said the increase in tuition in the 26 schools would be effective despite the President's appeal.
