Davao Sur guv is new RPOC chair

DAVAO CITY -- Davao del Sur Governor Douglas Cagas was named as new chair of the Regional Peace and Order Council (RPOC) replacing Davao City Mayor Rodrigo Duterte who has been at the helm of Southern Mindanao RPOC for 12 years.

Duterte left the position vacant after a politician insinuated that he could have had a hand in the killing of broadcaster Fernando "Batman" Lintuan last December 24, 2007.

The mayor refused to take back his resignation even upon the urging of governors and mayors in the region, saying his resignation was irrevocable.

Interior and Local Government Secretary Ronaldo Puno announced on Thursday the partial list of RPOC chairpersons approved by President Gloria Macapagal-Arroyo.

Under the law, RPOC chairs are empowered to execute national policies, plans, and programs related to peace and order councils at the local level.

In the approved list, the other new RPOC chairpersons aside from Governor Cagas include: Governor Jose Ma. Zubiri of Bukidnon for Northern Mindanao; Governor Datu Suharto Mangudadatu of Sultan Kudarat for Socksargen or Central Mindanao; Governor Vicente Pimentel Jr. of Surigao del Sur for Caraga; and Governor Zaldy Ampatuan for the Autonomous Region for Muslim Mindanao (Armm).

For the Ilocos Region, the designated chair is Governor Amado Espino Jr. of Pangasinan, while Governor Dakila Carlo Cua of Quirino province will head the RPOC in the Cagayan Valley region.

Mayor Oscar Rodriguez of San Fernando City, Pampanga is the new RPOC chair for Central Luzon; Governor Josephine Sato of Occidental Mindoro for the Mimaropa (Mindoro Occidental, Mindoro Oriental, Marinduque, Romblon, Palawan) region; and Governor Luis Raymund Villafuerte of Camarines Sur for Bicol.

Governor Neil Tupas of Iloilo meanwhile heads the RPOC in Western Visayas and Governor Ben Evardone of Eastern Samar for Eastern Visayas.

Mayor Maria Lourdes Fernando of Marikina City was appointed chairperson of the Metro Manila Peace and Order Council.

According to Puno, RPOCs now play a key role in crime prevention by being on the frontline of the government's continuing efforts to enhance the level of cooperation between the police and the private sector.

Peace and order councils, which are under the guidance of the Napolcom, were created through Executive Order 309 to implement and execute national policies, plans, and programs on peace and order.

Among its goals is to empower the local community towards greater participation and involvement in the formulation and implementation of peace and order programs.

RPOCs are tasked under the law to monitor the implementation of peace and order programs and projects at the regional levels and the operation of Civilian Volunteer Self-Defense Organizations and counterinsurgency programs and activities in their respective areas of jurisdiction.
