MANILA -- A Supreme Court (SC) justice said several provisions in the controversial memorandum of agreement on ancestral domain (MOA-AD), particularly those that provide for the creation of a Bangsamoro Juridical Entity (BJE), violate the Constitution.
During Friday's oral arguments, SC Associate Justice Antonio Carpio said the provisions in the agreement that allow the BJE to maintain its own police and military forces and to have a separate justice system are among those that are not in accordance with the Constitution.
