Governor Panlilio’s aide charged
CITY OF SAN FERNANDO -- An administrative case was filed Wednesday against embattled Provincial Administrator Vivian Dabu before the Civil Service Commission (CSC).
Flanked by members of terminated Biyaya A Luluguran at Sisikapan (Balas) monitoring team, Roperlee Syquia, former social services officer of Governor Eddie Panlilio, formally filed his complaint affidavit before CSC regional director Karin Cerna.

"We have already done everything to force Attorney Dabu to resign," Syquia told reporters in a media interview.
In his complaint-affidavit, Syquia accused Dabu of grave abuse of authority; dishonesty; violation of the Commission on Audit (COA) rules and regulations, especially on cash advances; violation of the CSC rules and regulations on multiple functions and positions; and violation of the Government Procurement Act (Republic Act 9184).
He said as former Capitol employee, he had personally witnessed the alleged "irregularities" committed by Dabu. He said there were several instances when Dabu violated COA rules, particularly in the transfer of cash advances and the use of the said cash advance for alleged irregular purpose.
Syquia was a former casual Capitol employee and later became one of the members of Panlilio's so-called "confidence team."
He also complained about the multiple functions and positions assumed by Dabu after majority of the confidence team resigned over major policy differences at the Capitol.
According to him, Dabu is also the acting chief of staff, head of the Provincial Procurement Service Office and chairperson of the Balas' bids and awards committee (BAC) and Pamisaupan social caravan.
Syquia prayed for the immediate preventive suspension of Dabu to stop her from influencing witnesses and from having access to sensitive documents in her possession.
A source said there are documents within Dabu's possession that could be subpoenaed. The documents, according to the source, can fairly substantiate the complaint of Syquia.
CSC regional director Cerna meantime said they would study the complaint and act on its merits after Dabu has filed her reply.
"So far, we will be issuing an order for a reply and wait for the letter of Attorney Dabu to find out if there is indeed just cause for a case," Cerna said.
