MANILA -- Civil society groups led by National Broadband Network (NBN) deal witness Jose "Joey" de Venecia III failed to file a new impeachment complaint on Saturday against President Gloria Macapagal-Arroyo.
De Venecia's group went to the House of Representatives in Batasan, Quezon City Saturday afternoon to file the case, but nobody from the Office of the House Secretariat would receive it.
