MANILA -- Retired police comptroller Eliseo dela Paz might be stripped off his retirement benefits should he fail to explain the P6.9 million Moscow mess.
National Police Commission (Napolcom) vice chairman Eduardo Escueta said Monday that dela Paz could have his retirement benefits held if he cannot explain the alleged dubious transaction.
