SF's first anti-child abuse unit launched

SAN FERNANDO -- The first Child Abuse Prevention and Intervention Unit (Capiu) was launched last Monday to help battle maltreatment of children in this city.

Mayor Rey Aquino, who was accompanied by officers and leaders of government institutions, church, community, and academes, formally led the launching of the fledgling group.

Capiu, composed of members coming from the community, judiciary, and law enforcement, formally signed a memorandum of agreement (MOA) at the City Hall last Monday.

The MOA stated that one of Capiu's main functions is to facilitate and expedite the investigative process on child abuse cases in such a way that unnecessary duplication and further trauma of the child-victim is avoided.

Capiu is also duty bound to promote and advocate child abuse prevention, as well as prosecute, properly detain and rehabilitate suspected or convicted youth offenders.

All concerned parties also aim to eventually make the Capiu an independent legal entity with its own funding, facilities and personnel.

The lead agencies in Capiu for the government's side are the Office of the City Administrator, offices of the Regional and City Social Welfare and Development, and the Department of Interior and Local Government (DILG).

Other members of the Capiu include the Pampanga Provincial Prosecutor's Office; PNP, particularly the Women's and Children's Protection Desk (WCPD); Bureau of Jail Management and Penology (BJMP); City Council of Women (CCW); City Health Office (CHO); City Council; Association of Barangay Captains (ABC) San Fernando Chapter; and Department of Education (DepEd).

Also participating are the Child and Youth Welfare Desks (CYWDs) from the parishes of St. Augustine, Lord's Ascension, San Vicente Ferrer, Sto. Cristo Del Perdon, Blessed Trinity, St. Jude Thaddeus, and Our Lady of Sorrows Parish, and Soroptimist International of Pampanga.
