Lim describes Tumang: 'King sans a kingdom' By Albert B. Lacanlale
"A KING without a kingdom."
This was how Liga ng mga Barangay sa Pilipinas (LBP) national president James Marty Lim described the stalemate hounding Mexico municipal
league president Teddy Tumang.
Lim, together with other officials of the national league met Monday with some 33 Mexico barangay chairmen - Tumang included - to resolve the problem that has kept the municipal league inactive.
Majority of the Mexico chairmen recently signed a manifesto calling for Tumang's resignation and the conduct of a special election for the president's position.
Tumang, however, refused to give in to the chairmen's call and continued to call regular meetings and attend sessions of the Municipal Council as an ex-officio member.
Due to Tumang's firm stand not to step down, the rest of the municipal league officials voluntarily resigned thus affecting the activities of the league.
Moreover, the chairmen who signed the manifesto also refused to attend meetings organized by Tumang, purportedly aimed at electing a new set of officers.
Lim said such a situation is the first of its kind among the more than 40,000 barangays in the country.
He said normally, it is either all the municipal league's positions are vacant or all are occupied on a "holdover" capacity.
Lim added that their findings in Monday's meeting would be elevated to the 12-member board of the LBP for a resolution that would end the long-standing dispute in Mexico.
He said the board would have to decide on whether Tumang should stay as president or a special election for all the positions be held to resolve the problem.
"It is a difficult situation and there is yet no particular rule in such a case. The board would decide on what should be done," Lim bared.
However, Lim opined that it would be better for Tumang to resign "to save his face from humiliation" once the chairmen vote against his favor.
Twenty-six of the 33 barangay leaders who attended the meeting called for a change in leadership.
Lim said the meeting would be the last consultation with the chairmen before the national board would render its decision on Tumang's case on
Nov. 15.
