Sison: Regulating cosmetic and plastic surgery practice

A BILL seeking to regulate the practice of surgical and cosmetic dermatology was approved by the Committee on Civil Service and Professional Regulation chaired by Representative Eladio Jala (3rd District, Bohol).

Authored by Rep. Prospero Nograles (1st District, Davao City), House Bill 5037 is aimed at protecting the public from any injury or danger arising from incorrect dermatological procedures or faulty plastic surgery.

In his explanatory note to the bill, Rep. Nograles stated that because of increasing demand, dermatological clinics or beauty salons have sprouted all over the country to exploit the opportunity to make profit.

However, he lamented that most of these clinics and salons do not have qualified dermatologists and cosmetic surgeons to perform such procedures as facial restructuring, breast augmentation, liposuction, tummy tuck or lipectomy.

He said that these procedures are dangerous and risky if performed by unqualified or untrained individuals.

Under the proposal, any surgical or cosmetic dermatology procedure shall only be performed by licensed physicians with residency training in dermatology, cosmetic or plastic surgery, ophthalmology and otorhinolaryngology.

Surgical and cosmetic dermatology procedures, as stipulated on the bill, include cutaneous laser surgery, laser hair removal, acne surgery, sclerotherapy for varicose veins, dermabrasion, chemical peels, hair transplantation, electrodessication and curettage, electro surgery, injections with steroids botox, liposuction, lipectomy, nose reshaping, face-lifting, breast lifts, brow lifting and eyelid surgery.

The bill further provides that cosmetic procedures which do not require surgery such as facials, body scrubs and similar treatments shall be done by a trained personnel under the supervision of a licensed and trained physician.

Violators of the proposed law shall be meted a fine ranging from P50,000 to P200,000 or imprisonment from six months to five years, or both.

In expressing support for the bill, Sylvia Jacinto, a representative from the Philippine Dermatological Society (PDS), said that the proposed law is needed to deter persons or doctors without proper training from performing dermatological procedures.

Jacinto said the practice of dermatology requires four years of medical school and three years of dermatology residency training in eleven institutions recognized by the PDS and the Philippine Society of Cutaneous Medicine (PSCM).

Antonietta Ibe, chair of the Professional Regulation Commission (PRC), also strongly endorsed the passage of the bill.

Also expressing his support for the bill, Dr. Romeo Encanto of the Philippine Medical Association (PMA) suggested that facial care clinics and beauty salons be supervised by PDS and accredited by the DOH.

Rep. Blueboy Nepomuceno, 1st district of Pampanga, will be distributing the first batch of 30 barangay service vehicles on 28 November 2003, 9:00 a.m., Nepo Mall parking area. The said vehicles were shelled out from his Priority Development Assistance Fund (PDAF) amounting to P4.5 million through Regional Director Rodolfo Feraren, Department of Interior and Local Government (DILG).

Out of 30 units, 17 units will be given to various barangays in Angeles City (Cutcut, Balibago, Malabanias, Sta. Teresita, Pandan, Pulung Cacutud, Lourdes Sur East, Lourdes Sur, Salapungan, Amsic, Claro M. Recto, Margot, Cuayan, Mining, Sta. Trinidad, San Jose and the Councilmen's League of Angeles City), six (6) in Mabalacat (Dau, Duquit, Macapagal Village, Marcos Village, Mangalit and Madapdap) and seven (7) in Magalang (Balitucan, Sta. Maria, San Nicolas, San Vicente, Turu, Sto. Nino and San Roque. These vehicles are necessities in the performance of barangay officials in terms of emergency situations, peace and order campaign, and other relevant activities.
