Editorial: Ambiguity
THE PNP seems to be facing a dilemma with regard the mess hounding the Central Luzon Drug Rehabilitation Center (CLDRC) and its executive director, Senior Supt. Conrado Briton.
Briton, although holding a position in the PNP hierarchy, was not appointed by the PNP to his post in the CLDRC, but by the incorporators behind the private institution.
The PNP, however, has been dragged in the muck following the supposed anomalies inside the rehab center, Briton being a member of the police organization.
Investigations have been conducted by both parties involved, and since then, Briton’s relief from his post in the CLDRC has been hanging in the air.
The million-dollar question, thus, is: Whose right is it to issue a relief order, if the possibility arises?
It was earlier reported that Briton was ordered relieved from his post by the Chief PNP himself, Hermogenes Ebdane, amid investigations of alleged maltreatment of wards and other anomalies in the center.
Briton, however, claimed he has yet to receive any relief order from the police headquarters, let alone any such order from Ebdane.
Adding to the confusion was a letter from the Office of the Directorate for Personnel and Records Management, signed by Police Director Jose Lalisan and addressed to the chairman of the Board of Trustees of the CLDRC, saying in part: “...please be informed that we also have to relieve PSSUPT CONRADO G. BRITON as Executive Director of CLDRC to be subjected to administrative investigation to determine his possible liability under the Doctrine of Command Responsibility.”
The PNP, of course, has a right to make its position known and no one can really blame them.
But the foregoing events have added uncertainty in the minds of the people involved and the general public. Who and what is there to believe when events surrounding the rehab center imbroglio seem to be contradictory?
There is a linkage, indeed, between the two organizations — in their efforts to eradicate the drug menace from society.
Do they also share the right to relieve Briton? If not, whose sole right is it?
