DILG launches special benefit program for barangay tanods By Ria Isidro-de Fiesta
NOW, a special benefit for barangay tanods.
In case of death or dismemberment in the performance of their duties, the special benefit has been made available by the Department of Interior and Local Government (DILG) to barangay tanods.
The DILG has recently unveiled the program, which contains a package of benefits as stated in a memorandum circular signed by Interior Sec. Joey Lina, as part of President Arroyo’s continuing Barangay Tanod Professionalization Program.
Lina said tanods who either die or suffer dismemberment while performing their duties in maintaining peace and order and public safety in their respective barangays are the main beneficiaries of the program.
Arroyo’s program for the barangay tanods is aimed at alleviating their plight and addressing their concerns.
Under the circular, legal heirs of barangay tanods who died as a result of accident while in the performance of their functions and duties or in connection therewith shall receive P20,000.
Likewise, their legal heirs shall receive additional burial expenses of P2,000.
On the other hand, barangay tanods who suffer dismemberment as a result of accident while in the performance of their duties shall receive amounts ranging from P10,000 to P20,000 depending on the dismemberment they suffered.
“The tanods perform varied tasks relative to peace and order and public safety, yet they only receive a meager allowance from the barangay. Thus, being aware of this situation, the national government is not left without reason or justification to provide them with additional benefit programs,” Lina said.
Lina said the move is in accordance with Section 393 (d) of the Local Government Code of 1991, which provides that tanods should be granted insurance and other benefits during their incumbency.
He said the barangay tanods and/or their heirs can avail of the benefits by filing a duly accomplished DILG form, within 90 days from the date of death or accident, supported by authenticated documentary requirements, which include death certificate; police report of the accident; appointment papers and certificate of incumbency issued by the barangay chairman; certificate in the Barangay Tanod Special Benefit program issued by the DILG; and marriage certificate.
All claims for payment should be filed within 90 days from the date of death or dismemberment to the DILG city/municipal director who shall, after authenticating the documents, submit them to the Regional Office for processing.
Within three days from receipt of the application and documents, the Regional Office shall immediately prepare and release the check.
Lina made it clear that no benefits shall be given if the death or dismemberment of the covered barangay tanod was caused by natural death, suicide or intentional mutilation of any part of their body, and unlawful acts.
