No bail for Canadian in rape case By Dante M. Fabian
ANGELES -- A government prosecutor recommended the filing of rape charges against a Korean-Canadian tourist who was arrested by the Angeles City police in a hotel in custody of a 16-year-old girl who has been missing since June 7.
Teilo P. Quiambao, City Prosecutor, approved the filing of two counts of rape charges against Sang Ko, 40, a Canadian citizen of Korean descent.
Quiambao's move came upon the recommendation of 2nd Assistant City Prosecutor Ruben C. Hilario on the case filed by Sr. Insp. Ma. Cristina Bernardez, Angeles City Police Office (Acpo) Women and Children's Concerns Desk (WCCD) acting chief.
Hilario also recommended no bail for both counts of rape filed against Ko.
In his resolution, Hilario said he victim's statements and supporting medical certifications from the Ospital Ning Angeles showed a prima facie case against Ko for the crime of two counts of rape in relation to Article III, Section 5(b) of Republic Act 7610.
In his resolution, Hilario said the findings in investigations "certainly support the charges the respondent committed two counts of rape in relation to Republic Act 7610 or the Law on Child Abuse, the victim being of tender age of 16 years or a minor, thereby degrading and debasing her intrinsic worth and dignity as a human being and endangering her moral development."
Senior Supt. Jimmy F. Restua, Acpo director, said the Korean-Canadian was arrested in the company of the victim inside Room 205 of the Vistillana Hotel along Charlotte St., in Barangay Balibago.
He said Ko's arrest and rescue of the girl was carried out by a police team under the supervision of Chief Insp. Efren Y. Miranda, Station 4 chief, last June 13.
Police initially charged Ko with two counts of seduction of a minor after he was arrested in flagrante delicto, when the victim was found with him inside his hotel room during the raid.
Ko was turned over to the Acpo-WCCD for investigation of the case and was later charged based on statements given by the victim to PO1 Karina Santos and PO3 Raquel Tabula.
Miranda said they launched an operation to arrest Ko upon the request of the victim's mother who told police that she learned of her missing daughter's whereabouts through text messages sent to her by the latter.
